anything. it also violates the so-called boehner rule, which requires any bill to have cuts equal to the rise in the debt ceiling. well, republicans are making up for this by saying congress will get paid -- will not get paid unless the senate passes a budget. let's investigate this a little bit. even republican congressman darryl issa knows it's a violation of the 27th amendment not to pay congress. when told about the plan, issa said that's unconstitutional. he wants a paycheck. now republicans are claiming the plan will just withhold pay for -- from congress. so all of them will get paid no matter what. what is it? it's just a big sham. it's just a big game. house democratic leader nancy pelosi rejected the plan as a gimmick. she's correct. this gimmick is the only thing republicans have up their sleeves right now. john boehner told everyone two years ago the country would not default on its debt. >> do you agree with administration officials and other economists that defaulting on the full faith and credit of the united states would be a financial disaster? >> that would be a financi

reaction from speaker boehner's office. house committees of jurisdiction will review these recommendations and if the senate passes a bill, we will also take a look at that. what's your response to that? is that passing the buck? >> there's plenty of passing the buck that goes on. there is an effort to create pressure in the house. and i believe we can force a vote on the house floor, if necessary. and, again, the american people will be a critical part of that effort. >> universal background checks. overwhelming support for that. is that a good start for congress in your opinion? >> it is probably the best thing we can do at this particular point in time. when 40% of the guns that are purchased in this country are not subject to a background check, it absolutely floors the american people. even members of the nra, when they were polled recently, were under the impression that everyone has a criminal background check. so there are many thousands upon thousands of people in this country who illegally have guns because there isn't a universal background check. >> congresswoman, appreciate yo

spending, the debate is the perfect time for it. house speaker john boehner also ignored the obligation to pay the billings and complained about spending. the american people do not support raising the debt ceiling without reducing government ceiling at the same time. they speak so confident, don't they? it is almost as if they forget about the spending cuts the president already gave them over a year ago. let's try to help them figure it out a little bit with visual and audio assistance. >> i signed into law $1.4 trillion in spending cuts. two week ago, i signed a bill into law regarding revenue, by making sure the wealthiest americans begin to pay their fair share. when you add the money and the interest payments on the debt, that adds up to about $2.5 trillion in deficit reduction over the past two years, not counting the $400 billion saved from winding down the wars in iraq and afghanistan. so we have made progress. >> didn't president clinton say it was all about math? republicans can >> they know the truth. listen to john boehner two years ago. >> do you agree that defa

speaker john boehner hadn't brought it up for a vote. in fact, the senate passage helped to put pressure on the house. sandy relief passed in the house with a minority of republican votes and almost every democrat. speaker boehner would not have brought the bill to the floor if it hadn't already been passed in the senate. there was similar pressure with the fiscal cliff deal. it passed in the senate first. then boehner was forced to bring it to the floor for a vote and the house, even though only a minority of republicans supported it. today senator majority leader harry reid seemed to clarify his position somewhat. in a statement he said, "i am committed to ensuring the senate will consider legislation that addresses gun violence and other aspects of violence in our society early this year. all options should be on the table." well, that sounds a little bit better. but there should be no hedging on this issue whatsoever. especially from democrats. because if they side with the president of the united states think about what president obama has done for the progressive movement in this c
